The material being removed and disposed of is not classified as hazardous waste and scientific studies show that there is not an imminent health impact to the community.".......

Gosh, ASARCO, why do you spend money cleaning up people's yards when "The material being removed and disposed of is not classified as hazardous waste and scientific studies show that there is not an imminent health impact to the community"! And to take off only two inches, when two inches is an inadequate amount? When you've taken off two inches, you'll say, "Look, magic! All fixed! Aren't we the best company ever? Now can we have our permits?"
Kind of like when your child spreads food around on his plate and hopes you'll think he ate his dinner. Aren't you deceived?
