Hi, this original document was uncovered through years of persistent work and FOIAs by Heather McMurray. This particular document was hidden in the middle of a 500 page document given to me by the EPA and posted later online. I found that document with hard work, and am VERY glad to see a reporter store it to the cloud. But that is the history of how the document came originally to light.
